He worked as a Public Safety Cabinet and Communications Manager for Criminal Justice, which included the Department of Prisons, Criminal Justice, and Offices of Violence Prevention.
Kinchen worked as a spokesman for Jim Kenney(Philadelphia Mayor) and was the writer of speeches and statements for Jim and the administration. He was also responsible for the preparation of city council testimony and policy documents for senior administration officials. Additionally, he aided in the development of the Office of Policy and Strategic Initiatives for Public Safety and Criminal Justice. Before going to Philadelphia, Kinchen served at the NBC affiliate, WEYI-TV in Flint, Michigan.
Kinchen has worked as a reporter in Michigan for WLNS-TV in Lansing, and WNEM-TV in Saginaw. He started his career as a staff writer, as well as a production assistant for WXYZ-TV in Detroit. This was during his collegiate years.
Before working as a journalist, Kinchen was working with the Michigan Municipal League and the National League of Cities, where he gained public policy experience.
