Skinner was Director of the Office of Policy Planning and Senior Advisor to the Secretary of State at the US Department of State before rejoining the network.

She is also the Taube Professor of International Relations and Politics at Carnegie Mellon University, in addition to her work at FNC. She oversees the Center for International Relations and Politics, the Institute for Politics and Strategy, the Institute for Strategic Analysis, and the Washington Semester Program at the university in this capacity.
