While at the National Tropical Weather Conference in 2017, he was recognized with the John Coleman Broadcast Award. He was born in Schenectady, New York, and brought up in Puerto Rico. Upon his graduation, he became a civil servant in the United States  National Weather Service where he served as a Lead Forecaster in Puerto Rico before accepting a position as Chief of the South American Desk at the National Center for Environmental Predictions in Washington D.C.

He first worked at Univision Network and its Miami station WLTV channel 23 serving as a Chief Meteorologist from 1991 through 2002. Later on, he served as Chief Meteorologist for WSCV Telemundo 51. During his time in WSCV, he became the first Latino to substitute as a meteorologist on NBC’s Weekend Today show and he did it a number of times.

In addition, NBC’s Miami station WTVJ NBC-6 in 2009 made him its Chief Meteorologist to date. He was elected to the American Meteorological Society (AMS) as is of the few meteorologists to be elected.  Furthermore, for his outstanding contribution to the Advance of Applied Meteorology, he earned the 2007 AMS Award.

In addition, he has also held the AMS and National Weather Association Seal of Approval for Radio and TV weather casting, and both organizations gave him the Broadcaster of the Year Award. He was a participant in Vice President Al Gore’s White House conference on global warming and climate change in 1997.

Furthermore, in 2000. he wrote Huracanes, a Spanish-language reference book on hurricanes. Prior to being appointed to National Academies of Sciences (NAS) committees two times.
