Kilburn became a police officer in 1977 in the Dayton region. After furthering his education, he became a police basic instructor. At the same time, he launched his TV career on L.E.T.N. (Law Enforcement Television Network).
During his time at L.E.T.N., Kilburn broadcast every type of law enforcement-related story, including technology and officer safety. He also wrote and taught a Police and Media Relations course to mid-level supervisors at the state academy in London, Ohio.
