Through the American Enterprise Institute in January 2007, Keane and scholar Frederick W. Kagan produced a policy paper titled “Choosing Victory: A Plan for Success in Iraq,” which advocated for bringing security to Iraq by deploying 30,000 additional American troops for at least 18 months. President George W. Bush, influenced in part by this study, ordered the deployment of 21,500 extra troops to Iraq on January 10, 2007, the majority of whom would be stationed in Baghdad. a deployment that has been nicknamed the 2007 “surge”.
