When coming to his education, Rich graduated with a Bachelor of Science degree in meteorology from Penn State University in 1988. A second lieutenant was commissioned from the U.S. Air Force ROTC and worked on active duty as a weather officer for four-and-a-half years. During Operation Desert Storm, he was a weather detachment leader in Southwest Asia for six months in 1991.
